The biological element
Why the fuck are you here? This is not the place to be looking up this sort of stuff.
The Game
Spore is another brainchild of Will freakin' Wright. I expect it to be awesome. You basically start with the simplest form of live and work it and evolve it and you can bring it to an entire civilization.

As far as we know, the release is third quarter 2006.
